Some time back when I was riding my bike back to my room from my office. I was waiting in a signal to turn Green. That evening was heavy traffic than usual Bangalore traffics. I started riding my bike as signal turned to Green, suddenly a traffic police man came and caught me saying "you have broken the traffic rule". Then I turned my head up and saw there was a Red signal.
These traffic police changed the signal from Green to Red within few seconds since their higher officials were coming in an another road. I tired my best to convince him that it was not my mistake. But he did not listen to me at all instead that police man said "Give me 200 Rs". At the same time I just saw a beggar(hijra) in the traffic signal asking for Money. Oh! Really I could not find differences between the Police man and the Beggar. Then I thought "Ok, this guy might be not having money to have his dinner or to go to movie or to buy a sari for his wife..!? I said "why?". "Ok, give me 100 rs" that police person said. I said "I cant give you bribe, file me case for my mistake".
He took his Blackberry(yes, now Bangalore Police became high-tech ), typed something, got the printout and gave me the slip. That slip showed two cases filed on me that "Breaking the traffic signal" and "Obstacles Traffic" though I did not disturb the traffic actually. I paid the fine 200 and while leaving from there I saw "one bike man giving him 100 Rs as bribe to save 100 Rs".
P.S - If the government reduce the fine amount then everybody would pay the fine instead of giving the bribe. At least government would get the money. I did not believe when one of my friend said the same. I just realised how true it is when I saw people were giving bribe to save another 100.

ReplyDeleteBut even if government reduce the amount, Traffic police will ask for less money than the original money what we have to pay.
So, what will happen we will give the lesser amount and escape from there.
Firstly we have to change ourself.
Buddy.. ppl who break the rules are not from poor class. infact poor class guys wouldnt be having vehicle. Everyone breaking the rule know that they r doing a mistake and they will be ready to pay fine.
ReplyDeletesuppose, jumping signal is Rs. 100/- out of 30-40 times he ll pay once. He doesnt bother about it too. Fines shud be heavy so that, before breaking the rule he should think of amount. suppose the fine amount is Rs. 500/- for jumping signal even to bribe police man he shud be paying atleast Rs.200-300. As policeman would also think he will get more amount.
Machi.. thats what even I thought... But if they increase the fine amount then no one will be going to pay. So finally all the money will be going into Police's pocket. As you said the mistakes may go down but again think about accidental case like mine... Atlest bribing will go down if not mistakes if the fine amount is low..
ReplyDeleteAs Nameesh said, we shud change ourselves first. Recuding, amount would make policeman much cheaper da. How many people our of 100, stand there and wait until police types in his hi-tech blackberry and transfer content thru bluetooth to his printer and take printout? Still most of the policemen roam with an old book and write something and give it to u. That u cant guarantee that its going to govt. Fining system shud be changed. Blackberry is good improvement from them.

ReplyDeleteImagine if the police had told Sankarlal, that the official fine would be more, say Rs.2000, he would have asked him to take 100 again and wrote this blog anyway. :)
ReplyDeleteIf fine is less, we can ask for us to be booked officially. And if policemen know that no one is going to bribe him, but only pay fine, they wont try to harass people.

ReplyDeleteYesterday we gotta mail abt the sad demise of our colleague radhakrishnan leaving his wife and baby boy alone in this world. Unless the traffic control methods in India are changed in a better way these kinda instances keep continuing and bother our minds with sad instances forever.

ReplyDeleteMy thought on fine/penalty is that it they must be higher coz the funda of fine/penalty is to leave a bitter experience on the rule-breaker so that he/she wont repeat again.
The problem with current system is that those b*ggers dont enforce it rightly( u can call them parasites ;) )

Subbu... Read Nikanth's comment... its just 100% true... if the fine would have been 2000 then I would have given 200 as bribe and I would have left. So fine amount should be less and fining system also should be changed....

ReplyDeleteIf fine is Rs.2000 u wud ve given Rs.200 bribe and left. If fine is Rs.50 u wud ve given the amount waited for him to give the receipt and collect and go? And u think policeman would charge u just Rs.50 for jumping signal alone? why didnt the policeman just charged u for jumping signal? thats Rs.100. why he charged u on Obstacle Trafic? Do u know these things can be complained to higher authorities? Do u have the time to roam around courts to get him punished for collecting extra money for the mistake that u haven't committed? Your case is unavoidable. If the fine is Rs.2000 atleast u would think twice before jumping a signal. Coz, just like that u dont want to donate Rs.200 to someone.
ReplyDeleteAround 2 and 1/2 yrs back, I was going for interview for my company. First time I came to that road. Was slowly looking at each and every board to find out which is place I had to go. Personally, I never break any traffic rules except speed limit. My bad, that One way sign board was hiding somewhere and I didnt notice it. Policeman stoped me. Can u expect how much he asked? Rs.500. Yes, exactly Rs.500. I asked him how come this be a fine for wrong way. He doesnt want to talk to me anything except paying it. I told him I dont have that much. I was getting late for Interview. He made me to open my wallet and show him. I had Rs.300 in my wallet. He took all that. I asked him receipt. He took out a book and wrote, wrong way, rash and reckless driving something something. I asked him, I was not even coming 20kmph. how can this be rash and reckless driving. He said, pay Rs.500 or accept the slip and go away. Just giving u a real time experience by me.
